In South Africa there are a few USB (HSUPA stick) dongle's (laptop/notebook) modems available where some work and some don't. I use 8ta (Telkom) which doesn't allow access to UDP 5188 and UDP 5189 yet the CellC dongle USB modem, allows access to Echolink. Two different ISP. 8ta use the Huawei Hilink (E3131) dongle where Cellc use HSUPA ZTE Corporation stick. I cannot comment on Vodacom as I do not use their facilities! Something to consider.
